Captain Superintendent of Police to Colonial SecretarY.

Police Office,

Hong Kong Suth. April 1395.

I have the honour to report that the system of attach-

ing black darks to punishments has had a marked aeterrent

effect on the commission of offences against uiscipline oy

the Police.

For the first quarter of 1894 when the system was not

in force the number of reports against men of the force

was 175. The strength was 639 which gives a percentage of

27.

For the first quarter of this year with a strength of

686 the number of reports was lil or 18 per cent.

The comparison with the average of the last five years

would be still more striking to juage by the amount of fines

collectea,

Unfortunately the Defaulter Book for some year. pre-

vious to 1894 has been mislaid and I have been unable to

fing it.

There is no system of good marks as these would be

very aifficult to assess anu tabulate but under section 5

of the aaqitional Pension Regulation of the 28th, January

the estimate by the mark 'system of an officer's conduct

for pension purposes is subject to the report of the Dapm

Captain.
